... since the Senate passed a budget. Why are the Repubs in the House refusing to move on with the Budget Conference?
Because if they move to a committee, they have 20 legislative days to come to an agreement, after that, the minority in the party can offer what is called "motions to instruct". Democrats can force votes on issues that republicans may not want to vote on because it can make them look bad and/or hypocrites. Now keep in mind, these are non-binding votes, but it puts you on the record and can be used against you in further elections.

its not in committee. They are apparently meeting to set up a framework before going into committee. This is not required for regular. You are supposed to set up conference committees after all 3 budgets have been passed.
I can't help but laugh at this. There was no budget in Washington for how long? And now the Ds find it so important?
It is kind of amusing since, what was it 1997, when a Budget was actually passed?
