A proposal in President Obama's 2014 budget would allow housing authorities to tighten requirements for residents and set time limits. Housing agencies hope the changes will trim waiting lists.

Well at least it's progress; I didn't read the article but getting those who are living on welfare which includes public housing back into the workforce is the best investment Obama can make. If he wants higher-revenues to fund everything he wants or even paying down the debt, there will be a need for more tax-payers rather than raising the rates on existing tax-payers.
I'd be shocked if this represented any meaningful reform. There needs to be a time limit on public housing and responsibilities attached to receiving it. I just can't see Obama and company ticking off the party faithful, so I would be interested to read the details. I would also so love to be wrong.

The problem is that there aren't enough jobs available for those on welfare. There are many more job seekers than positions available and employers do not want to hire anyone who does not have a stable work history and is not currently employed.

He couldn't be bothered to get his illegal auntie out of Boston's public housing. Also like how thehope is it will reduce waiting lists, so the plan is to give the ones there the heave-ho and replace them with more.
I don't agree with everything he does but, on the surface, this seems like a good plan to me.
