please explain how one fakes and replaces documents on microfilm in multiple libraries ( including the library of congress ) undetected?
First off we are speaking generally and theoretically. So maybe some things could be "real" and others aren't. However,this isn't technically hard. What seems diff to you?

yes!
you'd have to recreate the content of the entire roll of film then replace it with the existing spool with identical hand written markings to the rest of the series in every library that carried microfilm of those two hawaiian newspapers across the US without anyone noticing a switch had been made.
