Yes, legal parents. Adopted parents are legal parents. If a person has a child by surrogacy or IVF the partner generally adopts the child, and becomes the legal parent of that child. People can adopt step children in some cases and become the legal parent of that child.

Why does Mother or Father have to be stricken?....why not just amend?.. Mother, Father OR legal guardian...like everything else.

I have no issue with "legal parents" regardless of gender.
