NASA needs to understand weather for various reasons.
No, it doesn't. Do doctors need to be anesthesiologists? No, because there's an anesthesiologist to handle that. As S-3/Air I don't need to understand what makes planes go in order to bomb targets. Was every crewmen on the space shuttle a pilot? No, because they don't have to be.
It's called Diversification & Specialization.
You don't need to be an accountant to run a business. You can hire/contract an accountant. That frees you up to concentrate on what you do best, which other than whine incessantly, what exactly do you do?
So, NASA doesn't need to do weather, because the National Weather Service does weather, and the National Oceanic and Atmospheric Administration does weather.
Guess what? The NOAA even does space weather.
NASA needs to focus on aeronautics and space, not weather.

No, CO2 levels 3 million years ago were comparable to today's levels.
The last time the proportion of CO2 was this this high was during the Pliociene period between 5.3 and 2.6 million years ago. Back then, the Earth was a very different place, with a much warmer climate. Average sea levels are thought to have been around 50 ft higher than they are today and forests grew as far north as the Arctic.
The reason the climate is not yet as warm as the Pliociene is because it has increased so rapidly today compared to then... It takes time for the added CO2 to warm the planet, but if it remains this high and other climate forcings stay the same eventually the climate will match the Pliociene period.
