During WW2, Detroit was desperate for workers to fill defense contract obligations. Workers were recruited from the rural South and Appalachia. The white migration feared the black migration. The black migration did not find the North significantly more welcoming than the south. Blacks were denied most housing and when available they were charged multiples of what whites were paying in rent for apartments without indoor plumbing. Housing shortages put blacks and whites sides by side in city housing projects. Tensions boiled over and resulted in the 1947 riots.

Then came the job losses in the 50's as businesses moved to suburban areas. Unemployment ran about 10%. Outsourcing parts and increased automation eliminated more jobs. The city went into a tail spin.

The riots in the 60's caused thousands of looted and burned businesses to relocate or close. Governor Romney called in the state National Guard and asked the President to send in the troops and he did.

Detroit's population declined by more than 1 million.

More than 30,000 active and retired worker pensions are at risk.

A profound and protracted lack of jobs in any area or country for that matter , regardless of party leadership, is going to take a huge toll, over time.

$20 Billion dollars in debt with no way to pay it back does not happen by accident. Detroit is not the first city to declare Bankruptcy and it won't be the last.

This "head in the sand" stuff, and "someone has to Bail us out" is not working out so well.

[Emergency Manager Kevyn Orr] proposed paying most of the money owed to secured creditors while pension funds, unions and unsecured bondholders would receive, in some cases, 10 cents on the dollar.
Looks like they will be able to dump the unions. That could be the best thing that happens to Detroit in years.

What can be done about the retirees? Do they deserve big reductions in their pensions etc.? If not, who should pay?

Eliminate garbage collection, street cleaning, rodent control, salting, shoveling and snow plowing
Streets are unlit
No more water and sewer systems,
And More.
