As far as Venezuela is concerned, they are a poor country in spite of their oil and they don't manufacture toilet paper. How poor? According to CNN, "Economists say Venezuela's shortages stem from price controls meant to make basic goods available to the poorest parts of society and the government's controls on foreign currency."
