According to your links...what exactly were HER unethical behavior? No unethical behavor was credited to her exclusively. Your link says her superiors "engaged" in practices which Zeifman deemed unethical.

That is not entirely true. After all, William Safire branded Hillary as "a congenital liar" in regard to her Whitewater testimony in 1996. And you are correct, she should be in prison.
