Obama is very loyal to his inner circle. He will move them out of harms way before it hits the fan. His inner circle know this and they have set up things so that he comes off as protected and he protects them.
When he came into power he must have had some loyal high ups interview the outgoing and current bush staff. This is always done when a new president comes into power. You decide who to keep that will work hard for you and who to get rid of. They were looking for ambisous 30 somethings that were loyal to the job. Not the cause, the job. Career minded individuals that had a bush hiring background. These individuals can be brought along to do heavy lifting and to insilate obamas appointments when things go bad. This guy miller is pne of them. You move your person out of power at the irs and put miller in there just in time to take the heat. You pick 30 somethings because they are usually in a family settled down time in their life so you can hush them with money or promise of a job. They have way more to lose than someone in their late 40's or early 20's. they are more likely to do whatever for the job. So they are less likely to take risks by speaking out. Now not all are that way but all they needed to find were a few bush soldiers that they could use this way. The reason the obama white house needed these guys is because to keep his inner circle loyal he needs to show that he will never throw them under the bus. It also gives him the ability to say it was a bush person gone bad. Now this bush person will not be privy to the true scandals going on, he will be high enough to be reasoned to take the blame without actually knowing enough to hurt obama or his inner circle.
