No and thats why it is an issue for state and local guv to address. I cant keep tabs from here that my money is being spent wisely in CA. and neither can a beuracracy like FEMA that has a known record of misappropriating taxpayer monies.
So a disaster hits multiple states like a hurricane and rather than have one effort coordinating recovery you'd have each state with different fiscal capabilities handle their own? One rich state does ok while the one with less funds suffers?
And rather know each state would have equal chances of recovery.

Well we arent talking about a hurricane across state lines are we? And no disaster has even taken place.
We cant have the broke FEMA authorized to be spending money on pre-disasters.

Then you have to ask, why is one rich and planned for things like this and the other poor and the fat cat politicians and their buddies pocketed all that was suppose to be saved, for the days of unfortunate disasters.

We're not crossing state lines but... the prevention effort is very large if not huge and will prevent the expenditure of fighting the fires and rebuilding if the fires occur.

Let's take neighboring states.... Florida and Georgia and Alabama. Is it Georgia's or Alabama's fault that Florida probably has a lot more resources? Sometimes the difference between resources is the luck of the draw.

Why go through the suffering and expense (even with insurance) when it can be prevented?
And, even though California has fire fighters.... they have been know to require assistance in the past. But, I don't know if they have enough man power to quickly clear the area.
