Give them a break, there is no time to legislate when you are in search of a scandal. That takes a lot of time, especially when you are reduced to manufacturing them. Very time-consuming.

I think this is why people are so fed up with Washington in general. Each side is quite busy playing 'gotcha' with the other so no actual work gets done.
