Here in PA they passed a temporary liquor tax back in 1936 to help the people of Johnstown recover from a flood, it's gone up twice since then.

Think about this: in these days all employees could be taxed with no returns needed.

The fair tax?

First so much is tax exempt. For this example we shall use $25,000.
So the first $25,000 is tax exempt. Then the tax rate comes into affect. Lets say 10% for this example.

So someone makes $50,000 they would pay taxes on $25,000 or $2,500.

Another guy makes $24,500 he pays no taxes since he is under the $25,000 amount.

No need for tax filing or tax returns exceipt self employed and businesses.

Heck business would be able to offer as a perk that they will pay your taxes for you. It could be a perk like health coverage, club membership etc that some companies use to lure the best.

Yes 1862 was the first income based tax, modeled after a new taxing system in Britain. 1872 it expired. The Socialist Labor Party(Communism) advocated a graduated income tax in 1887 and passed in 1894
........ but in 1894 the Supreme Court declared the Income Tax of 1894 unconstitutional in Pollock v. Farmers Loan & Trust Co.

Which brought us the 16th Amendment. The biggest mistake on freedom, known to mankind. The very thing we fought a revolution over. Taxation, without representation.
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
