Unfortunately there is no where near enough information in this article to make a determination for anything other than that a judge did rule against him.
Why were they stopped? I suppose I will have to find some time to search for a better more complete article on the ruling.
If only Hispanics were stopped, then I would side with the judge.

La Raza has a far reach and deep pockets. Doesn't surprise me at all. There are forces among us that don't want our immigration laws enforced and will say and do anything to prevent it.

For several years now, Arpaio has been conducting crime sweeps where they set up roadblocks in poor neighborhoods and stop certain cars and ask questions. As I recall they did not stop just anyone, but had to find a "violation" first. Violations were things like chipped windshields, dirty license plates, taillights out, worn wipers - trivial stuff. The plaintiffs argued that he also used apparent race as a criteria. Once stopped they would give the driver and occupants the third degree about immigration status if they were Hispanic even though they had no authority to do that. Again the criteria for the questioning was race and many US citizens and legal residents were detained for long periods of time while the deputies checked them out.
Arpaio always defended his actions that he was both following and enforcing the law. The judge did not agree.
