Every company, celebrity, politician, and administration has had one since media existed. Like Bachmann's (who quit), Newt Gingrich's, and Mitt Romney's.

Now it's some sort of shocking revelation that these people exist, or is it just wrong that Obama has one?

I agree, but that's pretty much the requirement for the job. He's far worse than others have been. Some have had integrity and couldn't out and out lie (Dana Perino, for example). Others stretch the truth or deflect. But Carney is an out and out liar. He has learned well from his boss.
