Pretty good summation. The guys in charge of these agencies, other than appointees, are career bureaucrats and don't worry too much about who's in the White House. They act according to the tone the President sets. I don't particularly blame Obama. Lets hope he didn't know. It wouldn't be good for the country.

His supporters should be embarrassed. If he did know, he broke the law (not that 0bots care about the law). If he didn't know, he's got his head further up his butt than anyone could have imagined.
Obama Held First Meeting After the 2012 election was with union leader Trupka. Unions helped get Obama in and Obama owes them big time.
The NTEU is the 150,000 member union that represents IRS employees along with 30 other separate government agencies. Kelley herself is a 14-year IRS veteran agent. The union’s PAC endorsed Obama in both 2008 and 2012, and gave hundreds of thousands of dollars in the 2010 and 2012 election cycles to anti-Tea Party candidates.
Obama is obliged politically and practically to protect unionized government workers. He owes them and they may hold the key to insulating his administration from the worst of the scandal. Why is it that Lerner made a speech that she was innocent and then took the 5th. If she is innocent then who is she protecting?
We as a nation should ask questions because behind closed doors many things can be said that have very dangerous impacts upon our national standings.
Didn't you listen to her soliloquy? By not answering questions, she is protecting "innocent parties."

The point I'm trying to make was that there are millions of federal employees. Some of them are going to engage in bad behavior. Obama, or whoever you would rather have for president, cannot possibly oversee all of this. That is why it is the responsibility for leadership at all levels to be transparent. If the scandal was being hidden like three levels below where Obama could notice it, then that is a failure on the leadership at that level. Where Obama's responsibility comes into play now is how he responds to the scandal - does he handle it decisively, or does he make excuses for everything?
Seriously, why? Outside of the fact that the IRS was unfairly targeting Tea Party groups and Tea Party groups generally oppose Obama, there doesn't appear to be any linkage between the two. If there is, hopefully it's discovered, but there really isn't a reason to believe so.
But it's more fun when everything is Obama's fault, right?

Especially when you have so many saying that a part of the reason for the recent scandal is because the IRS is unable to understand the laws they are enforcing.
