This website provides information to young girls who are developing sexually, and who naturally have questions about what's happening to their bodies, and what it means to them.
And girls who are developing breasts and figures and are menstruating do attract male attention. It's a fact of life. Ideally, they should get their information and guidance from their parents. That doesn't always happen in the real world. At least they can get accurate information somewhere.
