Perfect is rather abstract. i don't think it is possible for govt to be perfect.
The nature of govt is about force. This isn't something I idealize. One could certainly look at govt today and see that it has represented such an ideal quite well.
Except in areas like abortion, drugs, prostitution, pornography, etc..
