They were chemical engineering students as well. You don't need to be Sherlock Holmes to figure out what might be going on here.
So if they could sneak in and cut the locks, and they weren't caught doing it, why didn't they contaminate the water then, if that was their goal? Workers at the plant are going to know that the locks were cut the next day--it's not like they would have had a big window of time to go back to do something. I think some of you like jumping to conclusions, drama and hysteria just a tad too much.
I think big municipalities need to have tighter security on things like water treatment and power plants anyway--the part that horrifies me is that someone could sneak in to cut locks to begin with. Maybe they were purposefully making a point about the LACK of security by doing it....

Cutting those locks doesn't take bomb making expertise..just map knowledge and a good pair of bolt cutters.

Nowhere in the article does it state they locks were found cut the next day.
Additionally, the locks were cut at access hatches 1/2 mile intervals....so that's a lot of effort to go to for "vandalism".
If the locks were cut at one pump station then I could see it being robbers, mental stealers etc. but to cut them off 3 different locations, and those locations just being access hatches is seriously concerning.
I wouldn't be shocked if they didn't discover the cut locks for a week or so after it happened. They are afterall access hatches not something like a pumping facility or other manned station.
Combined with the "boating excursion" it's concerning to say the least.
This is a very serious security breach. I wonder if the MA state police still know where these "tourists" are? I would want to ask them a few questions.
