Because they are neither in the judiciary branch nor in the legislative branch of our government.
We have known for weeks that IC does not understand what the words not necessarily mean. To her it means proof that it's an absolute confirmation. There's no getting through those bricks in the wall.

The filing states...

"said parties are now living apart"

"Now" being January 1964, when Obama's mother signed the document.

Why can't you all just admit you were scammed?

2. The Birth Certificates are Forgeries.

It has been proven that 100% of the "anomalies" birthers claim exist on the Whitehouse released PDF are the ordinary results of an ordinary scanning workflow of an ordinary paper document starting with a Xerox 7655 Workcenter.
Hawaii is posed to start certifying based upon the inverse beliefs of birthers. If they say you weren't born there that's all HI needs as proof you were.

As for Kenya, did you see they traced Aryan genes to there as origination? They still don't know where the blond hair and blue eye defects were introduced.

Cases which are irrelevant, per the statement you repeatedly cite made by the State Department. If the statutes don't necessarily imply who is a natural-born citizen for Constitutional purpose, and the ONLY Constitutional purpose is Presidential eligibility, then these cases are irrelevant. Thank you so much for making that point.

So, I'm correct. The filing doesn't state anything about whether President Obama's parents were living together at the time of his birth. Thank you!

"Not necessarily" means "not always true."

Exactly what are you confused about in regards to the meaning of the term?

The State Dept never said any of the citizenship cases in which they've issued a determination are irrelevant. That's only a figment of your troubled imagination.

"Not necessarily" means that a certain characteristic is not necessary to a condition. Meaning that the characteristic might be altogether absent and the condition still exist.

It does in fact state that they "lived together as husband and wife in Honolulu" prior to "now," in which "now" is the date Obama's mother signed the document in 1964.

They said that the statutes that guided their findings did "not necessarily" apply to the definition of natural-born citizen for Constitutional purposes. And what Constitutional purpose could they possibly mean? Think-think-think....
