Well with secret classified court orders who knows what they were doing for 10+ years.
The checks and balances between the branches of government has been breached.

I read that FISA has never rejected a request.

The Gov't has been doing domestic spying since the early 40's. It started with two VERIFIED projects that can be found to be run by the OSS/CIA at the time.

Project SHAMROCK (began & run in August 1945 by AFSA later named NSA) 1945-1973 & MINARET (only confirmed in 1975) No known start but sister program began in 1945-1978 and resulted in U.S. Signals Intel Directive 18 that derived from a SCOTUS case Keith vs. SCOTUS.

Yes he did, in fact at that time the searches were done without a warrant issued even under the Foreign Intelligence Surveillance Act of 1978(FISA) The court's questioned the legality of such searches so Congress amended the law to required that warrants be issued by the secret FISA courts which is how the current programs has been conducted.

Sure he did and in doing so made it all the easier for obama. Who in his efforts to increase the tracking, has made it that much easier for the next admin.

Bush was as sleazy as the Obama administration, the only difference Bush did not use Chicago style politics which is one of the most corrupt syles of government. So the Bush administration hid it much better. But we know Bush was no angel.
