Not really. The articles of impeachment of Bush in 2008 listed the NSA spying as abuse of power and violation of the Constitution. A majority of the House went along with it and approved them. After that it went nowhere though.
What's important is knowing WHY it didn't go anywhere?

That's because a number of Americans live their life their way. Uninformed, Don't care about much of anything, unless of course there is a new IPod to buy. They will be the same people crying what do we do now, when the USA completely falls apart. It's no wonder the country has such outrageous problems. Look what the population is like now.
