Not really. The articles of impeachment of Bush in 2008 listed the NSA spying as abuse of power and violation of the Constitution. A majority of the House went along with it and approved them. After that it went nowhere though.
What's important is knowing WHY it didn't go anywhere?

That's because a number of Americans live their life their way. Uninformed, Don't care about much of anything, unless of course there is a new IPod to buy.
