He said it would bankrupt his state when goes into effect in 2017 on federal funding being cut for not increasing spending and change state law on Medicaid. The ones who fought the healthcare bill cause these changes and it being called a tax by the court in not overruling the law. It basically means they can take the funding thru 2017 then not increase funding when federal government cuts their funding increase in 2017.
