HARTFORD, Conn. – A man who has been giving free haircuts to the homeless in exchange for hugs for 25 years has been kicked out of a park by city health officials.
Anthony “Joe the Barber” Cymerys has been a fixture every Wednesday for years at Bushnell Park in Hartford, Conn., where he cuts hair and his friends hand out food to the needy.
But shortly after the 82-year-old Cymerys set up shop this week, he said, health officials and police confronted him and his friends and told them they had to leave because they didn’t have permits.
“I thought it was a drug raid, honest to God,” Cymerys said. “It was the peanut gallery on TV where everyone was watching.”
The guy was even given citation for his work with the homeless by the Mayor the year before.
One more attack by onerous regulations that wipes out private charity, and ultimately another government program will "need" to be created to do the same formally free service.

Um, you might want to get the latest info from a local Hartford news source rather than relying on some media site trying to stir the pot: Hartford, Conn. Officials Tell Joe The Barber Not To Set Up Shop In Bushnell Park - Courant.com. The link doesn't specifically say so, but if you click it, it turns out that Hartford officials changed their mind and will allow him to give haircuts in the park.

Precisely. I would be willing to wager that the Mayor is a Democrat. Democrats abhor private charities. Their goal is to make everyone a government parasite.

This goes on in big cities across the country.
Probably some local business owners and\or residents with political connections want the park cleared out.

Still waiting on the banks to be prosecuted. Or maybe some police. Or politicians.
I don't care if they changed their mind. They're not prosecuting the real criminals and they're harassing everybody else.
