I'm curious because I travel a lot for my job and most of the locations I visit blacks are living in the "rough" neighborhoods. I know it's not only blacks, but for some reason it seems many people don't know. Is it due to education or just a lack of opportunity?

I'm sure that it has been addressed previously in this thread but DUH it is because of the enslavement, subjugation, and oppressiveness forced upon black Americans in this country from its inception through the mid 1960s (my mom's generation). It is furthered by an inherently racist justice system and a lacking educational and medical care system.
That was a very simple answer to a question that would not need to be asked if we had adequate education in this country that included basic American history.
Back in the real world, black kids and adults in Philadelphia and Chicago are protesting school closings - Particularly in Philly, where the state government is spending $400,000,000 on a new prison, but insisting that it must cut school budgets.
This reminds me of the folks who whined "Why don't black people ever protest black-on-black crime?" in the wake of the protests over the Trayvon martin Killing. They don't seem to have noticed the decades of widespread and highly visible protests against crime in black communities.

Poverty breeds crime because poverty breeds just about everything bad that you can name - ill health, mental illness, desperation, living in dangerous physical environments, etc. The fact that you don't know this, is definitely alarming.
Yes. There really is little evidence to support the notion that black underachievement is due to a lack of respect for education. Mexican Americans may be less likely to to pursue higher learning due to culture, but blacks value it as much as whites. It is clear from black performance on admissions tests and in college that a large proportion of those with any shot at success are going for it.
