What is the difference between someone deciding to move from Oklahoma City to Dallas for a new job opportunity and someone deciding to move from Mexico City to Dallas for a job opportunity? There is none. So why is one okay but the other isn't? Makes no logical sense.

Yes, they can cross legally but they have to have authorization by the government of the country whose border they are crossing first, duh.
Is this a serious question? You don't know the difference between moving from place to another within a country's borders as a citizen or legal immigrant vs moving from one country to another without permission to do so?
