In Israel nearly all of them are on Welfare. They turned a select law called Tal that was supposed to cover a small percentage of their population to be paid to study into covering the entire population of males. The Tal Law failed to be renewed by the Knesset and are now being forced to work and enter the IDF. Unfortunately, people with little to no means often have limited choices. Also govts get their wealth and so-called power from others so painting a picture of someone "living" off govt is erroneous in my view. It is the other way around.
