There is more to it than just one aspect. Most of the unionized states have a higher cost of living and the people get paid more than the RTW states. As a result, it's understandable that RTW states show faster wage and job growth. They are starting at a lower point after all.

Regulations do matter though, Carl's Jr. left (or is leaving) CA for TX and these are corporate level jobs. NY decided they did not want an energy presence so the drilling jobs went to Pa instead of PA and NY.

That isn't remotely true at all. While many of the illegal are not from Mexico, IIRC, about half are and the bulk of the rest are from S. America. Illegal immigrants do not tend to even have HS diplomas, so I have no idea where you are getting that idea. There are less illegal immigrants coming into the USA, but that is because of the slump in construction not because Mexico decided to give jobs to their uneducated.

Most of my classes are actually filled with immigrants or kids of immigrant and some of them will have to leave once their degree is finished, but they aren't going to be fixing your roof or cleaning your house if they can't stay. There's no reason to spend $80K on an intensive math program and then go do manual labor when they can go to another country.

Hong Kong salaries are even better; my friend is from Lebanon and she is looking to go to HK if she can't stay here. Yet, if she was uneducated cleaning houses she would get a pass under to proposed immigration bill.
