I think the Supreme Court made the right decision.
The criteria needs to be brought up to date before it can be applied.
Times have changed from 40 years ago and Congress needs to move "FORWARD" !!
Congress still has the power to intervene if it deems so but it has to update itself for the 21st century.
In the meantime voter id laws can take effect.
The court seems to have said let the states, feds, municipalities and political interest groups fight this one out among themselves.
I suspect more related court cases to come up in the future. This probably is just the beginning.
Voter ID laws are a separate issue. Because the Supreme Court has rulled the nine states no longer had to ask the federal govenment's permission on thier voter laws...does not mean that voter ID laws are "OK". The Justice department argued that "preclearence" was needed before the ID Laws could take effect. Now that preclerence is not the issue, voter ID Laws could be challenged on other justifications.
States will still have to follow Voter rights act laws, Federal Voting laws and the US Constitution.

This is great. The liberals love it when there is "progress" and everything moves "forward", unless it clashes with their agenda. Then they want the status quo.
Clearly the SCOTUS believes we have moved to a point where voter discrimination is not as big a deal as it was, so it's only right to move "forward" on the issue.
