This assumes that at some point no countries with "brown" or "black" populations(African and Latin America and the Middle East and South Asia is what I'm imagining you're referring to) will ever see their birthrates decline. And in some places that's already happening... Actually a lot of Latin American countries don't have that much higher birthrates than some places in Europe or the US.
Or that they will become more developed "economically" for that matter. In fact, turn this back about a century or so and people were saying this about places like Greece, Italy and Ireland......
I seem to recall reading in some history book that when Great Britain ruled most of the world England had under 3 million people doing it. The Brits brought weapons technology, disciplined Army and Navy and determination. Israel has defeated much, much larger Arab armies due to the same reasons. A nation that becomes stagnant will almost surely fail. If the US doesn't pick up its game, it will fail too.
These cultures understand the importance of living within their means, that is why birth rates are not exploding the way they are in the developing world.

Not if they breed the human race into serious problems, which we're already seeing. So no, they won't rule it as much as they might destroy it, just due to their numbers and lack of infrastructure (fossil fuels, water, foodstuffs). So if that is what they want then we're all doomed.

Unless they are living in our country and therefore can take advantage of all the freebies to support their many kids which they can't in their own countries.

Apparently so. Any kind of minority pride is viewed as a good thing but white pride is racist supposedly.
In the next generation or so this will happen...if you look white you will be called a racist for not mixing.
