Higher than... oh, actually serving it? Putting your life on the line for it? Dying for it even?
Why do otherwise reasonable people offer their allegiance to such tendentious and pointless pap as "Dissent is the highest form of patriotism?"
In simple truth, there is no obvious connection between dissent and any level of patriotism. It's like declaring that the Grand Tetons are the highest form of cottage cheese.
I don't see many Tea Party types or anti abortion protesters on your list...What would your song be if the leaders of those movement were getting locked up???

Dissent is very important in a free society, but it must be moderated by reason and rationality. Too many people (even one) are willing to believe lies, and unfounded assertions, because they just hate the person(s) in power (doesn't matter which). Dissent just for the sake of it, like a toddler having a gigantic tantrum, doesn't help either.
Rational and reasonible dissent on something like drone strikes is much different than the delusional belief that the government is a massive global conspiracy of shape-shifting lizard people. Dissent needs to be based on reality.
Dissent also doesn't excuse violence in a democratic society. It's one thing to say you don't agree, but it's quite another to kill or hurt those that don't agree with you till everyone else is too imtimidated to speak (or unable to).
They typicaly do not break the law so no...The question was rethorical....I would suspect that if people opposed to your point of view were getting arrested for whatever there would be no hue and cry....Each of us have the own defination of Patriot...and more than likely we do not agree.....
