I would go a step further and make it mandatory in schools to teach Personal Responsibility classes on Sex and Thinking. they go hand and hand.
The only way to curb reckless behavior when people won't do it themselves is to force a Big Brother plan on em to get their butts in line. Nobody rides for Free.
And if they got problems with too much Big Borther in their lives, then ManUp/WomanUp and take Personal Responsibility so the Government won't have to stick their greedy paws into your lives.

There is a plant growing in my garden that will cause a miscarriage. How would you know if I had a miscarriage or ate something that caused a miscarriage?
