So why hasn't the administration called the coup a coup or stated that they will not provide military aid.

You must be kidding. The glitches in Obamacare are being blamed on the Republicans today.
And people believe it.

In 2010-2011 the Dems had the House, Senate and Oval Office and we got Obamacare out of it.
All else was blamed on Bush.
Then the House got Repubs. Now all the blame is placed on the House, including the bad portions of Obamacare.

Obama has stopped short of calling it a military coup. He has not officially declared the suspension of aid. There are "talks" going on. Between who, I don't know. It appears that the republicans support the military coup. They didn't trust Morsi to begin with and watching what he was doing during the one year he was president confirmed what they thought of him. Republicans are voicing strong support for the Egyptian military.

Meanwhile the Democrats are saying the law is clear.

It's looking more like "If we don't call it a coup by the military then it's not a coup by the military and if they hurry up and put a civilian in charge then it really wasn't a coup by the military."

And they told the military before the coup that we'd cut their money if they staged a coup.
They called our bluff. And they seem to have won because we haven't called it a coup and we haven't cut off their money.

“Our law is clear: U.S. aid is cut off when a democratically elected government is deposed by military coup or decree,” said Vermont Democratic Sen. Patrick Leahy, chair of the budget committee which oversees foreign aid.

John Bellinger, a senior fellow at the Council on Foreign Relations, pointed out in his blog on Thursday that unlike many parts of the Foreign Assistance Act, the provision restricting foreign aid “does not include Presidential waiver authority.”
