Children have been desensitized to violence. Their brains are not fully developed to thinking of consequences BEFORE acting.
But, if we are going to treat them like "little adults" and expose them to adult content then they will have to suffer the consequences of their actions like "little adults".
Yes the father should be punished too for aiding his son by providing the weapon.

Well - it's a 'depends' on the situation. IF he let his 15 y/o use his car knowing that the 15 y/o had a history of DUI or poor driving record or texting and driving. . . the words 'negligent entrustment' would certainly be brought up.
Same with the knife. IF you know your child has violent tendencies and you present him with a pocket knife and he stabs someone with it; parent is going to be brought in.
So, definitely the parent can be held responsible for the actions of a minor. Another poster indicated that it was illegal for the minor to be in possession of such a firearm so that would be negligent right there - if that is the case.
