The OP got it right the first time. The ruling elites, Republican or Democrat, are panicking. They see their carefully contrived control vanishing in the electronic age. From their point of view anyone with a "secret compartment" in their car is either a drug smuggler or potential terrorist.

Yes. Once government gets this big and powerful it can arrest you for anything at any time and for any reason. It's called BIG GOVERNMENT.
