The OP must live in a small world because I haven't seen anything about Oakland on the national news. The last time I heard anything was about the bad reputation raider fans have in NFL.
Generally, Oakland isn't on conservatives' radar. They're more focused on SanFran, Berkeley, NYC, Seattle, Portland, DC, etc. last time I remember Oakland being on conservatives' radar was when the airport wouldn't let uniformed soldiers into the airport.
However, millions of people (of all social and political sides) watch sports and Oakland sports fans have a very bad reputation, including murder. Strange that people surrounded by two peacenik cities could appear to be the polar opposite and yet regularly vote the same political party as their hippie neighbors. Did the crime go up because businesses are leaving or did they leave because of the crime? If Oakland wishes to overcome the stereotype violent crime filled city, they should start with their sporting events that are covered on national television before doing a PR campaign. Work through the sports leagues for promotions. Citizens and government need to clean up the areas around the stadium, hotels, airport, and highways. Each family needs to take pride in their home and keep it up. Graffiti needs to be cleaned up or covered up regularly. Report criminal activity as you see it.
The Stadium is actually in just about the worst part of town. If you judged Oakland by the stadium area well your impression would be skewed.
Since January I can think of about 2 dozen new restaurants that have opened all over town. And another 5 businesses that moved their HQ to Oakland.
Overall I just find it odd people from far away care.
I am on my phone, please forgive the typos.
