In a speech to the Urban League in Philadelphia, the attorney general said the Justice Department is asking a federal court in San Antonio to require the state of Texas to obtain approval in advance before putting future voting changes in place.

States must still abide by federal law. Instituting voting laws and redistricting that is discriminatory violates the Voting Rights Act of 1965, and the feds are well within their rights to step in and enforce it.

I think you need to read the constitution and the most recent ruling by SCOTUS re the VRA.

Well aware of the SCOTUS decision. There are other sections of the act that are still applicable and enforceable (other than preclearance) preventing states/cities/etc from introducing discriminatory voting laws/districts.
