It's very telling that the worst political corruption in this country occurs at the local level and not in D.C., despite popular belief. The smaller the local government, the more chances it has to become corrupt like this
I disagree. With larger gov't entities you get what I call institutional corruption, where rules and contracts are such that people can defraud the taxpayer, and it's all legal. For example in my state of WA, we had a bunch of state troopers who were caught submitting diploma mill degrees in order to qualify for automatic raises that are given to troopers who earn a college degree. They were placed on "paid administrative leave" (i.e. paid vacation) for about a year, and then allowed to return back to work.
With the out-and-out corruption which may be more likely at a small department (or maybe not) at least there is a chance of a remedy if state or feds step in. With institutional corruption, it's all legal and above board, so there is generally no hope for a remedy.
