I disagree. With larger gov't entities you get what I call institutional corruption, where rules and contracts are such that people can defraud the taxpayer, and it's all legal. For example in my state of WA, we had a bunch of state troopers who were caught submitting diploma mill degrees in order to qualify for automatic raises that are given to troopers who earn a college degree. They were placed on "paid administrative leave" (i.e. paid vacation) for about a year, and then allowed to return back to work.

With the out-and-out corruption which may be more likely at a small department (or maybe not) at least there is a chance of a remedy if state or feds step in. With institutional corruption, it's all legal and above board, so there is generally no hope for a remedy.
