You seem to be confusing people who are attracted to children, but never acted on that attraction (which is what I am talking about) And child molesters (who I believe should receive the death penalty)
The attraction is not a crime. ACTING on the attraction is a crime. Deterring people from seeking treatment will not help them or the children that they may go on to molest. Mandatory reporting laws will prevent people from seeking treatment, even if they have never acted on their attraction. I do agree that if there has been sexual abuse of a child the person should be reported.
I can't prove how many people didn't drink coffee this morning either. Does that mean that everyone drank coffee this morning?
If ONE person is deterred from seeking treatment, and molests a child that is too many.
We should be working on prevention of molestation, not deterring people from seeking treatment because they are going to be reported to the police if they seek treatment even if they NEVER molested a child.
Perhaps an effective deterrent would be very public trials followed by a very public execution. Perhaps if they saw what awaited them for acting upon their urges??? There isn't a pedophile on the planet worthy of mercy.

Why would it be a good thing to report those who have never touched a child to the police? The only thing that will happen, is that people will not seek treatment.
