Depends on the context; I'd never call a person retarded, but forum threads and posts can sometimes be retarded.

It is offensive if you actually know someone who is legally and medically deemed as seriously challenged, handicapped socially and intellectually. A lot of times these people do more good for their communities than those who are free of this diagnosis. Who is to say who is the normal one in this world?

I've had a few shouting matches with ex girlfriends on the use of this word.

I never use it, if anything I use Tom or "stupid." I don't even use gay the way people use it now. I don't see the reason to say things like that.
