You provided the answer to your own question. They are democrats and if they don't get exactly what they want it is because of republican obstructionism.

Democrats funded the bill as revenue neutral as senate rules require. They were also give tax increases on the rich since. If they can't make the bill work as passed then that is their fault. We have had other CRs in past ;so not getting a budget passed since he has been president is Obama's failure. He couldn't even get one passed when democrats controlled both houses.
Sounds like a government shutdown is coming. We've already hit the National Debt limit last May, governemnt big-spenders are draining all the Federal retirement accounts to keep buying the votes they need, and they even will run out of THAT cash in less than two months.
Some Republicans are talking about passing a Continuing Resolution to keep the government going, that does not provide funding for all the new functions and enforcement of Obamacare. Democrats have said they won't even consider such a thing.
Will the Democrats really shut down the Federal government over this issue?

There is a movement brewing among conservative Republicans to insist that the federal health care law known as Obamacare be defunded as part of an agreement to keep the government running. But House Speaker John Boehner on Thursday was noncommittal when asked if the House would pursue a bill that strips funding for the law.
"No decisions have been made on how we're going to proceed,” Boehner said at his weekly press briefing when asked if the House version of a continuing resolution to fund the government, which Congress must pass within the next two months to avoid a government shutdown, would include Obamacare funding.

They also said it would contain no tax increases. That was the reason many legislators gave it their votes - it would not have been passed if it increased taxes.
Until it arrived at the Supreme Court, which said that penalties for not signing up were unconstitutional, but tax increases weren't.
Whereupon those same Obots swore up and down that the penalty wasn't a penalty, it was a new tax. And so the Supremes rewrite it from the bench to change the word "penalty" to "tax" wherever it occurred, and then declared it Constitutional.
So the law that was passed only because it had no new taxes, was found constitutional only because it had new taxes.
