Why stop at just the options paper or plastic? That sounds too limiting, why not make it so there are at least 15-20 different options.

Harrier believes that a store operator should be able to have the option to provide as many types of conveyances as they wish.

Ah, so if the store owners of SF decided to no longer carry plastic bags, you would be fine with that? So much for being for the people I guess.

Let the free market work. If enough people are opposed to plastic bags in any given area, then they will be bringing their own cloth bags on their own, and the stores will soon recognize that it is not cost efficient to supply the bags - i.e, they will be losing money.

When that point is reached, the same goal will be accomplished as the ban seeks to attain, but it will have been done voluntarily through actions of free people.

harrier would rather have landfills and oceans full of plastic bags so the very few whiners, pissy they can't get a plastic bag are happy.

So you think stores should provide cloth bags, paper bags, plastic bags, cardboard boxes, and wood boxes free of charge so that people have the freedom of free options?
