Yeah, having more Israeli Jews settle in the Negev would probably be a good idea if the lives of the Arabs who already live there are not negatively affected (too much, at least) and if there are enough resources (water, et cetera) to support such a large population increase in this region of Israel.

One has nothing to do with the other. Israel is building on the eastern part of Beersheba where there is already an infrastructure that supplies utilities to Jewish and Bedouin cities.

What's left out is that they are employed in the industrial parks in these areas after the areas are built up. They have access to the same infrastructure and the same education. Just look up Rahat which is about to a complete a campus related to Harvard.
