i think the guy wrote the article that way intentionally to make a point about this administrations efforts to over regulate on the environment,
Or his impression of that being the case, yes - that much is obvious. (Seems he has a huge problem with public funding of science as well.) It's not that he attempts satire, it's that he's bad at it. And he seems to know it, hence the disclaimer.

That's sort of the problem, as far as I'm concerned. Can you imagine Swift putting a disclaimer like that at the end of the Modest Proposal? Of course, Swift was a very talented writer with a very real problem to address, two counts where this guy falls short.
