I think Mayor Filner claimed he wasn't aware that sexual harassment is against the law. He didn't participate with all other city workers at the training program on this topic. Those who forgot inviting him are the responsible party.
He knew. Also he kept canceling his training on how to avoid sexual harassment because he didn't want to go to it and the city attorney had actually ordered him to go to it just prior to the harassment scandal breaking. Honestly, it seems like he knew what he was doing was wrong but just wanted to keep doing it any way and was deliberately avoiding the class just so he could claim he never received the training. His "I didn't know" excuse doesn't wash; he knew exactly what he was doing but didn't care because he thought he was powerful enough to get away with it.
Sadly, this is a common problem with career politicians in positions of power (Filner was a 10 term Congressman before becoming mayor). They often feel above the law as they get to write the laws.

Do you think it would be fair to smear all Republicans because of the gifts Republican Gov. McDonnell has been getting from campaign donors? Does he get a "pass" from Republicans?

Wow, you made this comment despite a number of Democrats in this very thread agreeing that Filner is a pig and needs to go? Despite the fact that all the Democrats on the San Diego City Council and the two Democratic California U.S. Senators, as well as many other Democrats across the country, are telling him to step down?

No. Because what he did was legal. Sketchy, in bad taste? Sure. But not illegal.
