You're stretching to not make The President the focal point. Mr. Obama is leading the charge - or so far has asked Mr. Kerry to lead his charge for him. He decided at the last minute to go to Congress. His administration has also allowed for the discussion about whether ornot he would still go through with it if Congress didn't support it. It's a big stretch to shift this away from him. If it were to go ahead, of course those that vote to support it from either side would also be responsible for the decision.
Either way, he fails in your eyes, right? Fails. Outright failure. No matter what. Just an abject failure.
Failure or not he has not been a leader. It's what I've said all about him from the beginning. He is not a leader but rather nothing more than what he is. A community organizer. This is a perfect example.
A community organizer stirs the pot and makes a mess and expects someone else to come in and find answers. That someone in this case appears to be Putin.
