I'm just a few miles from the Ambassador Bridge and have seen first-hand the Canadian license plates in our area hospital parking lots.
Maybe those plates belong to Canadian parents taking their kids on an educational field trip?

Everything is for profit. The health care workers don't show up for free. Nor do they just ask for food and lodging in exchange for their services.
