A funny thing happens when people are able to do something well. They develop a sense of self-esteem. It gives them the courage to go after better and better positions, rather than sit back and believe they are truly good for nothing.
FDR -- as liberal as he was, had those work programs back in the Great Depression. They weren't efficient but people didn't just lay around doing nothing at all, they had to show up at a work site and be handed a shovel and even pretend they wanted to work.
No one with an IQ over 70, two arms and two legs should expected to be handed everything for free.
BIG difference, back then, most had the opinion living on the dole was an embarrassment, not something you lived your life under.
That is the same mentality the banks and wall street had about all those bad mortgages; just pass them off to someone else so 'WE' look good!!! We all know how that played out.
Maybe this governor should expend some effort to attract employers to Ohio instead of passing his 'lowlife leeches' off on another state. I thought personal responsibility was a pillar of the conservative platform? It is this governor's responsibility to aid and assist the people of his state. That's what he was hired to do!

There is only one way to attract business to your state....lower the tax rates, regulations and other factors which make doing business harder.
His hands are probably tied when it comes to which areas are "protected" from earning their benefits.
If an area has high obamaployment, whatever menial labor that needs to be done is probably being done. Although, the poorest areas are usually the filthiest....and it's not because of a lack of funds....it's due to a lack of decency by the residents.
That doesn't answer why they can't undertake some sort of training.
Jesus, you're not happy unless everything is free. No one is going to give you a house, give you a better than minimum wage job, give you a car, give you an education. If you want it go work for it like the other half of the country does.
