Cruz is leading the charge to shut down the government if the president refuses to defund the ACA. So in answer to your question, his goal may not be to take the party down, but that will be the outcome.
This idea to defund 0bamacare is not the way to go, we need to completely repeal it. If all you do is defund 0bamaCare, then essentially you've admitted that you've lost.

Congress has less than a 10% approval rating, and this has been the case for many years.
We are nearly $17 trillion in debt.
We have well over 10 million illegals in this country.
The percentage of able-bodied people in the workforce has been decreasing as the number of people on benefits has been increasing.
Practically every piece of legislation coming out of DC has a ton of pork included.
We have been involving ourselves, with military force, in the business of other countries for decades.
Members of congress leave congress much more wealthy than when they entered.
Members of congress can legally trade stocks with inside information.
Essentially, we have had a crappy government for decades who have done a terrible job, and when somebody comes along who practically all the established politicians on both side oppose, they are labeled as crazy?

Birthers are folks who believed the Honolulu born Obama was actually born in a foreign country, thus making him ineligible to run for POTUS as per the US Constitution.
At least birthers comprehend the Constitution.
McCain was eligible because he was born in the Panama Canal Zone, which at the time was US Territory.
With that clownshow in the White House, I expect the GOP to take back the Senate next election.
