The Government Printing Office, for example, has 5 Inspector Generals watching over 41 employees who are armed and can arrest people and perform LE duty.

The Bureau of Engraving and Printing has more armed personnel who can carry guns and arrest people than the EPA.

DHS does building security through FPS for all Federal buildings.
FPS are also LE officers but they are under DHS and their mission is to protect Federal buildings.

I admit I only quickly read the link, but where did it say that FPS provides security for "all Federal buildings?" Just because they provide security for over 9000 buildings doesn't mean that they are providing security for "all" Federal buildings. The DOJ report, linked from the article in the OP, clearly indicates that some of the armed personnel are providing security.

It never claims to be the only organization providing security services.

Here is the mission statement of the U.S. Capital Police. The merger of Library of Congress Police into the USCP was completed in 2009.
