Not really, when applying for a SC, prior to the actual SC being approved the local security officer can do a local back ground check and give what is called an interim SC and stil have access to all the facalities.

When you move jobs, with a security clearance, you old security officer should inform (who ever grants the final approval) they have moved and their clearance should be removed. When you get to the new job, another abbreviated SC will be conduted, however, with the length of time needed an interim will still be granted until final approval.

This rest squarely on the US government. They gave this guy 2 security clearances in the last couple of years.
Wrong, the company can provide a interim security clearance to accomidate the wait of the actual SC. This allows the the contractor to go where needed when needed.

First off , my heart goes out to the victims and their families. This was a horrible tragedy.
What we need to do as a nation is not bicker back and forth about the whole gun debate. The common denominator on all these tragic events is someone that has snapped. Someone that has zero value of human life. Someone that cannot cope with reality and thinks taking human lives is justifiable. That is what our country should be focused on. Why, why are people doing this. It isn't a firearms issue. Firearms get used because it's simple, and impersonal. Pull the trigger and move on.
From what I've read, the "shooter" was diagnosed previously with mental issues ? That also seems to be the case in many of these tragedies that happen when people snap. That is the second major issue that should be focused on. We trust these people to "take their meds" to maintain a normal life. That has to be the most stupid thing to ever come out of the medical industry. We trust that someone that could normally be violent , depressed, angry whatever the case without medicine BUT is perfectly fine IF they take their medicine to be a part of society. Here is where the problem lies, how can we just trust someone to do this ? Take a long around and I’m sure you see many irresponsible people yet we trust individuals to continue to “take their meds”. What a farce. There are just too many variables to that. One could just decide they don’t like taking them, they could lose a job and no longer can afford medical care, etc. the are many reasons that could happen. These are the things we should be focusing on, not what the media brainwashes us to focus on. There are many deep seeded problems in our society that are just getting snowed over either because would won’t like the answers or we just take what we are told at face value.
And one other thing, we should see these two tragedies (FT. Hood and now this one) as a precursor to what a “gun free” society would really be like. Clinton in ’93 for whatever reason decided that disarming our soldiers on bases would be a brilliant idea. It’s not looking so brilliant now. We trust these individuals to fight for our way of life , using whatever force needed including losing their lives but we can’t trust them to be armed on our bases ? WTF ?!
How are we really thinking as a society? It seems like we are losing more and more common sense and just thinking using emotion or following what we are told.

No reason to alert the NRA as long as the hoplophobe statists don't use this situation to stand on the graves of the victims to push for gun control. Its that simple.

Focus on the actual problem instead of using it to drive a political and social agenda.

He shot the guard, and took his full auto assault rifle. Then started taking sniper shots from the 4th floor.

But he got into the yard with his gun to begin with didn't he ?

Surveillance video shows the gunman entered the NAVSEA building, at 1336 Isaac Hull Ave., with a shotgun, law enforcement officials told News4's Jackie Bensen.
